Summary

The Construction Code will be amended in connection with the amendment of the EU road infrastructure safety management directive to transpose it into Estonian law. As the scope of the directive was expanded, as a result, the traffic safety measures prescribed by the directive must be applied in addition to the TEN-T roads of the pan-European road network, which was the scope until now, also on all main highways and public highways built with EU funds. Competent authority, which is mainly the Transport Board, due to the directive must assess the impact on road safety, carry out road safety audits, assess the road network's road safety and carry out periodic road safety inspections. If local governments (local governments) build roads in the future with the involvement of EU funds, in addition to the existing TEN-T roads, the local governments must also fulfill the obligations of the competent authority on the roads built by them with EU funds.
