Summary
Seadusemuudatused on vajalikud keskkonnaotsuste infosüsteemi (KOTKAS) asutamiseks, mis koondab kõik erinevate keskkonnalubadega seotud taotlused, nende menteluse, juba välja antud load ühte infosüsteemi. See muudab keskkonnalubade väljastamise, loaga seotud seire ja aastaaruandluse lihtsamaks, samuti lihtsustab andmete säilitamist, kasutamist ja kättesaadavust. Keskkonnaloa taotlemine muutub odavamaks, kvaliteetsemaks ja kiiremaks. Seletuskirjas märgitakse, et esimeses etapis aastatel 2015-2017 luuakse komplekslubade menetlemise funktsionaalsus ning teises etapis aastatel 2017-2019 lisatakse valdkondlikud keskkonnaload, samuti asendatakse viis erinevat infosüsteemi. Andmekogu asutab keskkonnaminister. Uus andmekogu aitab vähendada bürokraatiat ja riigiga suhtlemise halduskoormust, seda ennekõike eeltäidetud aastaaruannete, andmete ühte kohta koondamise ja KOTKASe kaudu käiva infovahetuse kaudu.
