Summary

The purpose of the bill is to speed up the completion of land reform and to centralize the administration of mortgage contracts concluded during land reform in the Land Administration. It is necessary to centralize the management of land installment agreements concluded during land privatization, return and apartment ownership and the performance of mortgagee duties on behalf of the state to the Land Administration, which is the organizer of land privatization. The bill proposes to amend the Land Management Act and the Land Reform Act in such a way that in the future, unreformed land without the possibility of independent use can be merged with a neighboring immovable property with a simple land management procedure. In this case, the unreformed plot of land is no longer entered in a separate registry section in the land register, but the boundaries of the existing real estate are changed. In addition, the draft creates an opportunity to reform the land under the apartment building, if the owner of the dwelling has not submitted an application for establishing apartment ownership by the deadline. A large part is also enabled of the immovable properties encumbered with building rights, which are mostly residential buildings, to be transferred to their builders.
