Summary
Muudatustega tehakse selgemaks ja paindlikumaks etendustegevusega seotud seadusandlus. Etendusasutuste seadus praegusel kujul on tekitanud ebaselgust teatrite rahastamisel. Eelnõuga muudetakse etendusasutuste riigipoolse rahastamise korraldust, et see oleks selgem, paindlikum ja tekitaks vähem kohtuvaidlusi. Tulenevalt senisest praktikast kaasajastatakse etendusasutuste tööprotsesse. Eelnõuga vähendatakse etendusasutuste kohustusi ja halduskoormust. Samas lisandub kõigile avalike etenduste ja kontsertide korraldajatele kohustus avalikustada etenduse või kontserdi ja selle toimumise koha ligipääsetavusega seotud teave, mis puudutab erivajadustega inimeste osavõttu kultuurist. Muudatused on tehtud eesmärgiga, et paremini toetada valdkonna mitmekesisust ja etenduskunstide kättesaadavust üle Eesti. Seaduse muutmine mõjutab Eestis kõiki etendusasutusi, mida on umbes 50. Nende hulka ei arvata selle eelnõu kontekstis erahuvides kontserdikorraldajaid. Statistikaameti andmetel külastas teatrit 2020. aastal vähemalt üks kord 398 500 vähemalt 15-aastast Eesti elanikku, kontserdil käijaid oli 424 500. Värskeima avaldatud statistika kohaselt tuli 2019. aastal täisealisel teatrikülastajal pileti eest maksta keskmiselt 14,85 eurot. Samal aastal oli Eesti keskmine netokuupalk umbes 1162 eurot. Taskukohaseks peetakse piletihinda, mis jääb suurusjärku üks protsent keskmisest kuupalgast. 2019. aastal moodustas keskmine teatripileti hind keskmisest kuupalgast 1,28 protsenti. Et tasakaal piletihinna ja elanike sissetulekute vahel ei väheneks, jätkatakse ka tulevikus etendusasutuste toetamist riigieelarvest ning seda lisaks riigi asutatud sihtasutusena tegutsevatele etendusasutustele ka munitsipaal- ja eraetendusasutuste puhul.
