Summary
The amendments make the legislation related to performance activities clearer and more flexible. The Act on Performance Establishments in its current form has caused uncertainty in the financing of theaters. The bill changes the arrangement of state funding of performance institutions so that it is clearer, more flexible and causes less litigation. Due to the current practice, the work processes of performance institutions are being modernized. The bill reduces the obligations of performance institutions and administrative burden. At the same time, all organizers of public performances and concerts have an additional obligation to disclose information related to the accessibility of the performance or concert and the place where it takes place, which concerns the participation of people with special needs in culture. The changes have been made with the aim of better supporting the diversity of the field and the availability of performing arts across Estonia. The change in the law affects all performance institutions in Estonia, of which there are about 50. These in the context of this draft, private concert organizers are not included.
