Summary
Eelnõu kohaselt võib kultuuriminister riigieelarvest spordialaliitude toetamiseks ette nähtud toetuste jaotamise volitada halduslepinguga otsustamiseks rahvuslikule olümpiakomiteele. Eelnõuga jätkatakse spordi rahastamise reformi, et luua läbipaistev ja kindel finantsbaas spordiorganisatsioonidele tegutsemiseks. Riigieelarvest eraldatavatest vahenditest määratakse toetusi spordi andmekogusse kantud spordiorganisatsioonidele näiteks spordialaliitudele, maakonna spordiliitudele ja teistele spordiühendustele. Eelnõu näeb ette võimaluse üksnes spordialaliitudele, et toetuse jaotamine neile on volitatud rahvuslikule olümpiakomiteele halduslepingu alusel. Seletuskirjas märgitakse, et spordialaliitude taotlused riigieelarvest toetuse saamiseks moodustavad ligikaudu poole kogu sporditoetuste taotluste mahust. Muudatus võimaldab kultuuriministeeriumil keskenduda enam spordipoliitika kujundamisele, sest väheneb töökoormus üksikotsuste tegemisel. Spordialaliitudele eraldatavat tegevustoetust ja noortespordi toetust, saab olenevalt aastakäigust 43-47 spordialaliitu. Käesoleval aastal on kultuuriministeeriumi eelarves ette nähtud spordialaliitude toetamiseks ligikaudu 3,9 miljonit eurot.
