Summary
Eelnõu eesmärk on suurendada tarbijate usaldust ja kindlustunnet veebi teel tehingute tegemisel, samuti ajakohastada ebaausate kauplemisvõtete regulatsiooni, tulenevalt uutest tehnoloogiatest ning digitaalsetest võimalustest nii kaupade kui teenuste pakkumisel. Samuti tõhustatakse eelnõuga karistusi tarbijate õiguste kaitseks kehtestatud õigusnormide rikkumise korral, et tagada turul võrdsed konkurentsivõimalused. Uued karistusmäärad ja seniste karistusmäärade suurendamine puudutab rikkumisi seoses tarbijale kohustusliku teabe esitamisega kauba või teenuse pakkumisel ning ebaausa kauplemisvõtte kasutamisega, sealhulgas ka allahindlustest teavitamisele kehtestatud nõuetega, samuti muude tarbija õiguste kaitseks võlaõigusseaduses sätestatud nõuetega. Eelnõuga võetakse Eesti õigusesse üle ELi vastav direktiiv, millega ajakohastatakse liidu tarbijakaitsenorme ja tagatakse nende parem täitmine.
