Summary

The draft creates a basis for the implementation of the Estonian Rural Development Plan 2014-2020 action "Support for the development of advisers' offspring", as well as postpones several deadlines related to the implementation of MAK measures by two years due to the EU transitional regulation. In addition, two technical changes are made. The Minister of Rural Affairs is given the opportunity to establish with his own regulation the training program for the successors of advisors for the applicant and recipient of support and more precise requirements for the supported activities, as well as the opportunity to establish the requirements for the program mentioned in the directive, i.e. requirements for persons who can participate in the program, requirements for lecturers, supervisors and mentors, requirements regarding the content of the program, areas in which there is the greatest need for the implementation of the program. The changes concerning the deadlines related to the implementation of MAK measures consist in the right given to the Minister of Rural Affairs to distribute the unused LEADER project support budget funds between the LEADER action groups in 2023, in the extension of the deadlines for the use of funds returned to the MAK financial instrument by two years, and in the extension of the deadline for the option of using the so-called partially paid cost documents implementation scheme also by two years, from July 1, 2023 to July 1, 2025.
