Summary
Eelnõuga luuakse alus Eesti maaelu arengukava 2014-2020 meetme tegevuse "Toetus nõustajate järelkasvu arendamiseks" rakendamiseks, samuti lükatakse ELi üleminekumäärusest tulenevalt kahe aasta võrra edasi mitmeid MAK-i meetmete rakendamisega seotud tähtaegasid. Lisaks tehakse kaks tehnilist muudatust. Maaeluministrile antakse võimalus kehtestada oma määrusega nõustajate järelkasvu koolitusprogrammi puhul toetuse taotlejale ja saajale ning toetatavatele tegevustele täpsemad nõuded, samuti antakse võimalus kehtestada käskkirjaga nimetatud programmile esitatavad nõuded ehk nõuded isikutele, kes saavad programmis osaleda, nõuded lektoritele, juhendajatele ja mentoritele, programmi sisu puudutavad nõuded, valdkonnad, milles on kõige suurem vajadus programmi läbiviimiseks. MAK-i meetmete rakendamisega seotud tähtaegasid käsitlevad muudatused seisnevad maaeluministrile antavas õiguses jagada kasutamata jäävad LEADER-projektitoetuse eelarvevahendid LEADER tegevusgruppide vahel ümber 2023. aastal, MAK-i rahastamisvahendisse tagasi laekuvate vahendite kasutamist käsitlevate tähtaegade pikendamises kahe aasta võrra ning nn osaliselt tasutud kuludokumentide rakendamise skeemi kasutamise võimaluse lõpptähtaja pikendamises samuti kahe aasta võrra, seniselt 2023. a 1. juulilt 2025. a 1. juulini.
