Summary

The draft stipulates the legal basis for the provision of paid services of environmental data analysis and forecasting by the Environmental Agency (KAUR). The purpose of the change is to reduce the workload of KAUR and the administrative burden of clients. Service provision contracts can be concluded with entrepreneurs interested in the service, on the basis of which the entrepreneur is freed from frequent inquiries. According to the bill, KAUR can provide an environmental monitoring program related to its core business externally environmental data analysis and forecasting paid services. Such services are special-purpose weather forecasts, forecast models, toll-free forecasters' phone, wind rose preparation, analysis of meteorological and hydrological data, hydrological engineering calculations. Paid services are used by customers who need more specific data due to their personal needs compared to free publicly available services. The collection of such data often requires extensive analysis and preparation of separate forecasts. Paid services are mostly used by media, energy and construction companies and ports. The upper and lower rates of paid services by type of service and the authorization norm for the Minister of the Environment to establish a specified list of paid services and fee rates are also set. The explanatory letter states that national environmental monitoring is financed from the state budget, but historically there has been a need for such paid services. For example, last year, 61 customers submitted 267 service orders to KAUR, the amount of own income of which was around 140,000 euros. There are no other providers of meteorological and hydrological services in Estonia, as the services are closely related to large volumes of data. Small target groups in need of these services have already been served by KAUR's predecessors in addition to their main tasks.
