Summary
Eelnõuga nähakse ette keskkonnaagentuuri (KAUR) keskkonnaandmete analüüsi ja prognoosi tasuliste teenuste osutamise õiguslikud alused. Muudatuse eesmärk on vähendada KAURi töökoormust ja klientide halduskoormust. Teenusest huvitatud ettevõtjatega saab sõlmida teenuse osutamise lepingud, mille alusel ettevõtja vabaneb sagedastest päringutest. Eelnõu kohaselt võib KAUR keskkonnaseire programmi väliselt osutada oma põhitegevusega seotud keskkonnaandmete analüüsi ja prognoosi tasulisi teenuseid. Sellised teenused on eriotstarbeline ilmaprognoos, prognoosmudelid, tasuline sünoptikute telefon, tuuleroosi koostamine, meteoroloogiliste ja hüdroloogiliste andmete analüüs, hüdroloogilised insenertehnilised arvutused. Tasulisi teenuseid kasutavad kliendid, kes vajavad võrreldes tasuta avalikult saadavate teenustega spetsiifilisemaid andmeid tulenevalt oma personaalsetest vajadustest. Selliste andmete kogumine eeldab sageli mahukat analüüsi ning eraldi prognooside koostamist. Enim kasutavad tasulisi teenuseid meedia-, energeetika- ja ehitusettevõtted ning sadamad. Sätestatakse ka tasuliste teenuste ülem- ja alammäärad teenuse liikide kaupa ning volitusnorm keskkonnaministrile kehtestada tasuliste teenuste täpsustatud loetelu ja tasu määrad. Seletuskirjas märgitakse, et riiklikku keskkonnaseiret rahastatakse riigieelarvest, kuid ajalooliselt on olnud vajadus selliste tasuliste teenuste järele. Näiteks möödunud aastal esitasid 61 klienti KAURile 267 teenuse tellimust, mille omatulu maht oli umbes 140 000 eurot. Eestis puuduvad meteoroloogiliste ja hüdroloogiliste teenuste teised pakkujad, kuna teenused on tihedalt seotud suurte andmemahtudega. Neid teenuseid vajavaid väikeseid sihtgruppe on teenindanud juba KAURi eelkäijad oma põhiülesannete kõrvalt.
