Summary
The bill supplements the Nature Conservation Act to implement the Nagoya Protocol on access to genetic resources and the fair distribution of revenues from their use. Derived from the Nagoya Protocol, the purpose of the regulation is to ensure that genetic resources and related traditional knowledge used in the EU are acquired legally from the country of origin. The corresponding regulation of the European Parliament and the Council, which is directly applicable in Estonia, imposes on the member states the obligation to create a monitoring system to control users of genetic resources and related traditional knowledge in the country who fulfill the obligations arising from the regulation. Penalties are established for violation of the requirements arising from the regulation.
