Summary
Euroopa Tuumauuringute Organisatsioon (CERN) asutati 29. septembril 1954. a, kui jõustus Euroopa Tuumauuringute Organisatsiooni asutamiskonventsioon, mis on koostatud 1. juulil 1953. aastal Pariisis (CERNi konventsioon). CERNi eesmärk on tagada Euroopa riikide koostöö alusteaduslike tuumauuringute ning nendega seotud uuringute vallas. CERNi peakorter asub Genfis. CERNiga on liitunud 23 riiki, nende hulgas tööstusriigid (näiteks Saksamaa Liitvabariik, Prantsuse Vabariik, Suurbritannia ja Põhja-Iiri Ühendkuningriik jne) ning enamik Euroopa Liidu liikmesriike (v.a Eesti Vabariik, Küprose Vabariik ja Sloveenia Vabariik, kes on assotsieerunud liikmed täisliikmeks saamise eelstaadiumis. Horvaatia Vabariik, India Vabariik, Läti Vabariik, Leedu Vabariik, Pakistani Islamivabariik, Türgi Vabariik ja Ukraina on assotsieerunud liikmed). CERN on koostanud 18. märtsil 2004 Genfis CERNi eesõiguste ja puutumatuse protokolli, mis sätestab CERN-i eesõigusi ning puutumatust. CERNi täisliikmeks saamiseks on vaja ühineda selle protokolliga. Eesti Vabariik sai CERNiga assotsieerunud liikme staatuse 1. veebruaril 2021. Assotsieerunud liikmeks olek on enne täisliikmeks saamist uutele liikmesriikidele kohustuslik. Assotsieerunud liikme staatuses olles on Eesti Vabariigi ettevõtete aastas võidetavate hangete ning CERNis töötavate Eesti kodakondsusega isikute töölepingute võimalik rahaline kogumaht piiratud aastase liikmemaksu suurusega. 2023. aastal oli Eesti Vabariigi kui assotsieerunud riigi liikmemaks 1,36 miljonit Šveitsi franki (ca 1,45 miljonit eurot). Eesti Vabariigi jaoks on CERNi täisliikme staatus oluline, sest siis ei kehti Eesti Vabariigi suhtes enam CERNi hangetes osalemise ja töölepingute rahaline ülempiir. Lisaks on CERNi täisliikmetel hääleõigus CERNi nõukogus, CERNi rahanduskomitees ja CERNi teaduspoliitika komitees. Eesti Vabariik saab CERNi nõukogu kaudu osaleda CERNi otsustusprotsessides ja juhtimises, kaasa arvatud uute teadusprogrammide ja eksperimentide planeerimisel ning nende üle otsustamisel. 22. märtsil 2023 toimunud CERNi nõukogu istungil toetas nõukogu Eesti täisliikmesust CERNis.
