Summary
Kuna EL on võtnud kohustuse vähendada ülemaailmse kokkuleppe raames 2020. aastaks kasvuhoonegaaside heitkoguseid 30 protsendi võrra ja ühepoolselt 20 protsendi võrra, siis peavad nende eesmärkide saavutamisele kaasa aitama kõik sektorid. Eelnõuga võetakse üle kaks EL vastavat direktiivi. Märkimisväärne osa ühenduse kasvuhoonegaaside üldkogusest pärineb transpordis kasutatavast kütusest. Eelnõu muudatuse eesmärk on vähendada transpordisektoris tekkivate kasvuhoonegaaside heitkoguseid, et parandada üleüldist välisõhu kvaliteeti. Eelnõuga sätestatakse kütusekvaliteedi direktiivist tulenev kohustus kütuse tarnijatele, kes peavad maanteetranspordisektoris kasutatavate kütuste kasvuhoonegaaside heitkoguseid vähendama 2020. aastaks vähemalt 6 protsenti. Samuti peab nõutud vähenemine jätkuma iga kuu jooksul peale 2020. aastat. Lisaks hakatakse koguma ja edastama Euroopa Komisjonile teavet maanteetranspordis kasutatavate kütuste või energia kohta, sealhulgas teavet nende koguste, päritolu ja ostukoha, kasvuhoonegaaside heite mahukuse jms kohta. Seadus on põhiosas kavandatud jõustuma üldkorras. Vedelkütuse seadusega seotud muudatused on plaanitud jõustuma 1. mail 2018.
