Summary

As the EU has undertaken to reduce greenhouse gas emissions by 30 percent by 2020 and unilaterally by 20 percent within the framework of the global agreement, all sectors must contribute to the achievement of these goals. The draft adopts two corresponding EU directives. A significant part of the total amount of greenhouse gases in the Community comes from the fuel used in transport. The purpose of the draft amendment is to reduce the transport sector greenhouse gas emissions to improve overall ambient air quality. The draft stipulates the obligation arising from the fuel quality directive for fuel suppliers to reduce the greenhouse gas emissions of fuels used in the road transport sector by at least 6 percent by 2020. Also, the required reduction must continue every month after 2020. In addition, information will be collected and forwarded to the European Commission about fuels or energy used in road transport, including information about their quantities, origin and place of purchase, volume of greenhouse gas emissions, etc. The main part of the law is intended to enter into force in general. Changes related to the Liquid Fuel Act are scheduled to enter into force on May 1, 2018.
