Summary

The European Union directive will be adopted into Estonian law, according to which the Ministry of the Environment must organize radiation and nuclear safety mutual assessments at least every six years. In the case of Estonia, the directive applies to the Paldiski former nuclear facility, and thus the subject of the peer review must be chosen considering the given facility. The first peer review will be organized in 2017. In practice, this means that a working group consisting of Estonian experts conducts a self-assessment, which is then sent to other EU member states for assessment. According to the currently valid law, an international audit must also be conducted every ten years. The amendment to the law stipulates that the audit must be carried out without delay even if an emergency radiation situation has arisen at the Paldiski site. In Estonia, there have been no emergency radiation situations, and the Paldiski nuclear facility has had nuclear fuel for years removed back.
