Summary
Eelnõu eesmärgiks on lahendada valdkonna arengu tõttu ilmnenud kitsaskohad ning luua erandite kehtestamisega ettevõtjatele paindlikumad lahendused. Eelnõu kohaselt kehtestatakse erand, mille kohaselt seadust ei kohaldata väikeses koguses turustatava vanade sortide (pärandsortide, hobiaednike sortide) seemne ja paljundusmaterjali suhtes. Samuti luuakse eelnõuga uuesti võimalus võtta puuvilja- ja marjakultuuride tuntud sordid sordilehte nõuetele vastava sordikirjelduse alusel puuvilja- ja marjakultuuride tuntud sortide paljundusmaterjal ning antakse seemnekartuli tarnijale võimalus ise trükkida seemnekartuli pakendite etiketid, mis on tarnija jaoks kiirem ja paindlikum lahendus. Lisaks kehtestatakse eelnõu kohaselt kohustus teavitada Keskkonnaametit kavatsusest teha kultiveerimismaterjaliga katseid sellest metsamaterjali tootmise küllaldase majandusliku tasuvuse kindlakstegemiseks, metsaaretuseks või teadustööks.
