Summary
Eelnõuga ajakohastatakse lennundusseaduse sätteid maapealse teeninduse, lennutegevuse, seal hulgas mehitamata lennunduse, lennuohutuse, lennundusjulgestuse, raadioside ja raadioside keele, lennundusspetsialistide kvalifikatsiooni kohta. Muudatuste tõttu tuleb täpsustada ka riigilõivuseadust. Eelnõuga võetakse täielikult üle ELi vastav direktiiv juurdepääsu kohta maapealse teeninduse teenuste osutamise turule ühenduse lennujaamades. Eelnõu muudatused on vajalikud, et valmistada ette pagasi ja perroonikäitluse turu avamist Tallinna lennujaamas. Seadust täiendatakse peatükiga, mis reguleerib mehitamata õhusõidukite süsteemi käitamist, arvestades 2019. aastal jõustunud Euroopa Komisjoni rakendusmäärust mehitamata õhusõidukite normide ja menetluste kohta. Kõnealuse määrusega on kehtestatud mehitamata õhusõidukite süsteemide märgistamise, identifitseerimise ja käitamise normid ning menetlused, seal hulgas mehitamata õhusõidukite süsteemide ja nende käitajate registreerimisnõuded, millest lähtudes viiakse riigisisene regulatsioon vastavusse ELi nõuetega. Lisaks on seaduse muutmise eesmärk lihtsustada lennunduse taustakontrolli regulatsiooni, arvestades ELi uusi taustakontrolli nõudeid.
