Summary

The bill regulates the transfer of duties that were previously the responsibility of the county government to the local government (KOV) or the Social Insurance Board (SKA). In addition, one of the goals of the bill is to increase the importance of family-based foster care. The goal of the regulation of substitute and aftercare services is the equal treatment of children in substitute care, which would not be dependent on the form of substitute care, the age of the child or young person, the location of the service provider or anything else, which must not be the basis for the emergence of any discriminatory situation. Substitute and follow-up care services are provided to a vulnerable target group who have been deprived of the care and support of their family of origin for a long or short period of time, and whose interests are represented by a court-appointed or legal guardian, which is usually a municipality or city government. In order to ensure equal treatment, according to the current social welfare law, different types of state will be abolished organized services (substitute home service and care in the family), the duration of which is different and in which the part of the child's personal expenses is covered in different amounts on a monthly basis without any substantive justification based on the child's needs. Two services will be added to the chapter of assistance organized by the local government: replacement and aftercare service. The basis for differentiating services is both the content of the service and the target group.
