Summary
Eelnõu näeb ette kiita heaks ühinemise kokkuleppe muutmise kokkulepe, et pikendada Eesti ESA liikmelisuse üleminekuperioodi ja võimaldada ESA-l suurema summa eraldamist Eestile suunatud projektidele. Eesti sai Euroopa Kosmoseagentuuri (ESA) täisliikme staatuse 1. septembril 2015. Vastavalt Eesti Vabariigi valitsuse ja Euroopa Kosmoseagentuuri vahelisele Eesti ühinemist Euroopa Kosmoseagentuuri asutamise konventsiooniga käsitlevale kokkuleppele on Eestile kui uuele ESA liikmele ette nähtud kuus aastat uue liikmesriigi staatust ja osalemine ainult Eestile suunatud „Tööstusinitsiatiivi“ meetmes, mille suurus on 500 000 eurot aastas. 2018. aastal jõudis ESA järeldusele, et uue liikmesriigi staatus peaks kestma kuue aasta asemel üheksa aastat ja suunatud eraldise minimaalne suurus peaks ESA hinnangul olema 750 000 eurot aastas. Nimetatud eraldise suurus on määratud ESA uue liikmesriigi meetmes ehk ei mõjuta Eesti ESA liikmemaksu ega too täiendavaid kohustusi. Eesti saab järgnevaks kuueks aastaks paremad tingimused kui algselt kokkulepitud.
