Summary
Eelnõu muudab toimetulekutoetuse regulatsiooni paindlikumaks ja soodustab toimetulekutoetuse saajate tööle asumist. Muudatustega kaotatakse vajaduspõhine peretoetus. Uuesti tööle asumise soodustamiseks nähakse ette kahekuune üleminekuaeg, mil inimesele makstakse endises ulatuses toimetulekutoetust. Järgmisel neljal kuul arvatakse pool töötasust toimetulekutoetuse arvestamisel inimese sissetulekute hulgast välja. Selline regulatsioon suurendab tööle asuva inimese kogusissetulekut. Uue regulatsiooni kohaselt ei arvata toimetulekutoetuse arvestamisel edaspidi leibkonna sissetulekute hulka ka alaealiste õpilaste teenitud töötasu. See loob õpilastele paindlikumad tingimused töötamiseks näiteks koolivaheajal. Olulise muudatusena taastatakse eelnõu järgi 250-eurone matusetoetus, suunates vastavad vahendid kohalikele omavalitsustele. KOV-id kehtestavad edaspidi ise tingimused ja korra matuse korraldamisega soetud kulude katmiseks.
