Summary

The draft adopts the corresponding EU payment services directive, which regulates new payment services, mitigates security risks related to payments and increases consumer protection. The bill regulates two new payment services, which are account information and payment initiation services. An entrepreneur offering these services must apply for an operating license from the Financial Supervision Authority and will be under the supervision of the Financial Supervision Authority in the future, just like all other payment institutions. With the account information service the customer can conveniently receive consolidated information about his financial situation from various banks. The payment initiation service enables payment in the online store even without a credit card or the bank link service of a specific credit institution. The mentioned services are not offered in Estonia, but for example, the service Mint (account information) offered in the USA and Sofort, which offers the payment initiation service in Germany, can be mentioned.
