Summary
Valitsuse seaduse muudatusega saab justiitsministeeriumist justiits- ja digiministeerium. Ministeeriumile lähevad üle majandus- ja kommunikatsiooniministeeriumi digiarengu valdkonna ülesanded. Muudatustega liiguvad uue nimega justiits- ja digiministeeriumi valitsemisalasse digiühiskonnapoliitika, avalike e-teenuste, digiarengu ja küberturvalisuse, riigi infosüsteemide, kesksete võrgu- ja infosüsteemide ning side ja telekommunikatsiooniga seotud ülesanded. Samuti liiguvad majandus- ja kommunikatsiooniministeeriumi alt justiits- ja digiministeeriumi valitsemisalasse Riigi Infosüsteemi Amet, Riigi Info- ja Kommunikatsioonitehnoloogia Keskus, Riigi Infokommunikatsiooni Sihtasutus ja Eesti Interneti Sihtasutus. Ümber korraldatakse ka regionaal- ja põllumajandusministeeriumi ning majandus- ja kommunikatsiooniministeeriumi tegevust. Regionaal- ja põllumajandusministeeriumist liiguvad majandus- ja kommunikatsiooniministeeriumisse ligipääsetavuse edendamine ja koordineerimine, maakasutuspoliitika kavandamine ja elluviimine, ruumilise planeerimise korraldamine ning maa- ja ruumivaldkonna ülesannete täitmine. Maa-amet liigub regionaal- ja põllumajandusministeeriumi valitsemisalast majandus- ja kommunikatsiooniministeeriumi alla. Siseministeeriumi valitsemisala täieneb elanikkonna kaitse valdkonnaga. Eelnõu kohaselt muutuvad riigisekretäri ametikoha haridusnõuded. Riigisekretäriks sobivate inimeste ringi ei piirata üksnes inimestega, kellel on juriidiline kõrgharidus. Juriidilise kõrghariduse nõue kehtestati riigisekretärile 1995. aastal, kui riigisekretäri põhiülesanneteks oli õiguslik nõustamine, näiteks jälgimine, et õigusaktide eelnõud oleksid vastavuses põhiseaduse ja muude seadustega. 30 aastat hiljem on riigikantselei ülesanded oluliselt laiema ulatusega. Näiteks koordineerib riigikantselei kogu riigi strateegilist planeerimist ja ELi asjades Eesti seisukohtade kujundamist. Valitsust ja peaministrit teenindav asutus analüüsib riigi julgeolekuolukorda, planeerib riigikaitset, töötab välja riigi kriisireguleerimise poliitikat. Riigisekretär on tippjuht, kelle roll tänapäeval eeldab ulatuslikke teadmisi mitte ainult õigusalal, vaid ka Euroopa Liidu, halduse, juhtimise, poliitika vallas. Õigusalaste ülesannete täitmisel saab riigisekretär toetuda riigikantselei õigusekspertidele. Seadus on kavandatud jõustuma 2025. aasta 1. jaanuaril.
