Summary
Eelnõu on seotud ühisrahastuse ja muude investeerimisinstrumentide ning virtuaalvääringute seaduse eelnõuga (ÜMIVS), millega kehtestatakse virtuaalvääringu teenuse pakkujatele terviklik õiguslik raamistik. ÜMIVS-iga viiakse virtuaalvääringu teenuse pakkujate üle tehtav järelevalve Finantsinspektsiooni pädevusse ja kehtestatakse täiendavaid nõudeid eelkõige sooviga tagada senisest suurem investorite kaitse. Käesolevas eelnõus olev virtuaalvääringu teenuse pakkujatega seonduv regulatsioon kannab eesmärki kiiresti maandada rahapesu ja terrorismi rahastamise riske. Seetõttu hõlmab käesolev eelnõu virtuaalvääringute teenuse osas üksnes neid muudatusi, mis on viivitamatult vajalikud rahapesu ja terrorismi rahastamise riskide maandamiseks enne ÜMIVS-i jõustumist.
