Eelnõu eesmärk on tagada, et haldusreformi järgselt teeksid vandeaudiitorid tihedamat koostööd omavalitsustega, selleks et uus kohaliku omavalitsuse volikogu saaks parema ülevaate liitunud omavalitsuste probleemidest.
