Summary
Eelnõuga muudetakse tervisesüsteem paindlikumaks ja inimkesksemaks, muu hulgas tagatakse üldarstiabi kättesaadavus ning parandatakse nimistute teenindamise järjepidevust. Eelnõuga sätestatakse üldarstiabi korraldaja roll alates 1. juulist 2022. Üldarstiabi korraldusega seonduvaid ülesandeid hakkab Terviseameti asemel täitma Eesti Haigekassa. Eelnõuga täpsustatakse perearsti nimistusse registreerumise aluseid. Muudatusega lisatakse tervishoiuteenuste korraldamise seadusesse (TTKS) elamisõiguse alusel Eestis elava isiku ja ajutise viibimisalusega Eestis seaduslikult viibiva ravikindlustatud isiku õigus registreeruda perearsti nimistusse ja vahetada kirjaliku avalduse alusel perearsti. Eelnõuga võimaldatakse nimistu esmakordsel kinnitamisel hoida nimistu väiksem, kui on seaduses sätestatud nimistu ülemine piirmäär, et anda alustavale perearstile aega nimistuga tutvumiseks ja kohanemiseks. Eelnõuga sätestatakse perearsti teeninduspiirkond kohaliku omavalitsuse üksus(t)e, linnaosade või osavaldadena. Kehtivas TTKS-is on perearsti teeninduspiirkond sätestatud kui Terviseameti poolt määratud kohaliku omavalitsuse üksuse või kohaliku omavalitsuse üksuste ala, mis on kitsendanud perearsti teeninduspiirkonna kohati majapõhiseks. Nähakse ette ka perearsti kohustus teavitada nimistusse kuuluvaid inimesi vähemalt kuus kuud ette, kui muutub perearsti tegevuskoht. Muudatuse eesmärk on võimaldada patsiendil vajaduse korral vahetada perearsti või teha ettevalmistusi elukorralduses, et harjuda perearsti uude tegevuskohta liikumisega. Eelnõuga nähakse ette võimalus tagada arstiabi olukorras, kus avalikud konkursid nimistule perearsti leidmiseks on ebaõnnestunud või nimistu jääb ootamatult perearstita. Eelnõuga laiendatakse piiratud ulatuses kokkulepitud ravimite retsepti väljakirjutamise õigust õendusabi eriala omandanud õele (eriõde) samas ulatuses, nagu see kehtib praegu pereõdedele. Muudetakse ka töövõimetuslehe väljakirjutajate ringi, andes töövõimetuslehe väljakirjutamise õiguse õele. Töövõimetuslehe võivad välja kirjutada kõik tervishoiutöötajad, välja arvatud kiirabi osutamisel.
