Summary
Alates 28. jaanuarist kohaldatakse veterinaarravimitele ELi vastavat määrust, mis on tervikuna siduv ja vahetult kohaldatav kõigis Euroopa Liidu liikmesriikides. Määruse eesmärkide saavutamiseks ja paremaks rakendamiseks tuleb muuta ravimiseadust ning lisaks täpsustada ravimitega seotud sätteid veterinaarseaduses. Alates 28. jaanuarist kehtivad veterinaarravimite hulgimüüjate tegevusload kogu ELis. Selles tulenevalt on eelnõuga plaanitud anda veterinaararstidele, üld- ja veterinaarapteekidele õigus Eestisse sisse vedada veterinaarravimeid ELi veterinaarravimite hulgimüüjatelt. Seni on veterinaararstid saanud ravimeid osta Eesti veterinaarravimite hulgimüüjalt. Samuti ei pea veterinaararstid eelnõu kohaselt enam taotlema müügiloata veterinaarravimi kasutamiseks Ravimiametilt eraldi luba. Müügiloata ravimite kasutamisel veterinaarias tuleb veterinaararstil lähtuda nimetatud määruses sätestatud nõuetest. Esmase valikuna tuleb siiski jätkuvalt kasutada müügiloaga veterinaarravimit vastavalt müügiloa tingimustele. Eelnõuga täpsustakse veterinaarravimite valdkonna pädevate asutuste, Ravimiameti ning Põllumajandus- ja Toiduameti ülesandeid, kaasajastatakse Ravimiameti tasude regulatsiooni ning antakse Ravimiametile õigus lubada erandeid veterinaarravimi pakendi nõuete osas.
