Summary
Eelnõuga muudetakse, et ajakohastada rändemenetlust ja tugevdada kontrolli rände üle. Seletuskirjas märgitakse, et Eesti rändepoliitika eesmärk on ühelt poolt soodustada nende välismaalaste Eestisse elama asumist, kes annavad kogu ühiskonnale suuremat lisaväärtust, teiselt poolt aga hoida ära elamislubade ja viisade väärkasutust ning ebaseaduslikku sisserännet, et tagada turvalisus, avalik kord ja riigi julgeolek. Juhitud rändepoliitika peab tagama eesti keele ja kultuuri säilimise, arvestama Eesti lõimumisvõimekusega ning aitama kaasa majanduse jätkusuutlikule arengule ja konkurentsivõime kasvule. Välismaalastele ja nende Eestisse kutsujatele, sealhulgas tööandjatele ja õppeasutustele, luuakse võimalus suhelda riigiga elektrooniliselt ja paberivabalt, rakendades ühe akna põhimõtet. Andmekogude vahel saab hakata infot vahendama X-tee kaudu, mis muudab asjaajamise kiiremaks ja tõhusamaks. Julgeoleku kindlustamiseks ja väärkasutuse ennetamiseks sätestatakse, et töötamise eesmärgil elamisloa taotlemisel peab tööandja olema kantud Eesti äriregistrisse ja tõestama vähemalt 12-kuulist tegelikku majandustegevust Eestis. Elamisloa taotlemisel kehtestatakse täiendavad keeldumise alused, kui leitakse taotleja seos välisriigi julgeolekuasutuste või jõustruktuuridega. Edaspidi ei saa taotlusi ja lisadokumente esitada vene keeles. Renditöö puhul asendatakse ühe kuu töötasu deposiidinõue 18-kuulise eelneva tegeliku majandustegevuse nõudega, mis suurendab tööandjate vastutust ja vähendab süsteemi väärkasutamise riski. Kitsaskohtade lahendamiseks lisatakse püsivalt Eestisse elama asumiseks elamisloa taotlemisel uusi nõudeid, nagu kohanemisprogrammi kohustuslik läbimine ja vähemalt A2-tasemel eesti keele oskus. Samuti täpsustatakse püsivalt Eestis elava välismaalase määratlust, mille kohaselt on selline isik Eesti elamisloa või elamisõigusega ning tema peamine elukoht asub Eestis. Kasvuettevõtetes tööle asumisel võimaldatakse lühiajalise töötamise kiirmenetlust, mis lihtsustab talentide kaasamist. Täiendavalt soodustatakse filmide ja sarjade tootmisel osalevate filmimeeskonnaliikmete tegevust Eestis. Viisamenetluses nähakse ette nõue, et välisriigis väljaantud dokumendid peavad olema legaliseeritud või kinnitatud apostilliga, mis tagab esitatud dokumentide usaldusväärsuse.
