Summary
Eelnõuga antakse Eesti Hoiuraamatukogu ülesanded üle Eesti Rahvusraamatukogule. Kuna hoiuraamatukogu ülesanded on sarnased ja osaliselt kattuvad rahvusraamatukogu ülesannetega, lõpetatakse selle tegevus eraldiseisva riigiasutusena. Teenuste ühendamine loob eeldused kasutajakeskseks teenuste innovatsiooniks ja sidusaks arenduseks ja vähendab raamatukoguteenuse killustatust. Muudatus aitab parandada nägemis- või muu trükikirja lugemise puudega inimeste ligipääsu väljaannetele ja digitaalsele teabele, mida praegu pärsib teenuste eraldatus. Rahvusraamatukogu uude renoveeritud hoonesse on ka kavandatud pimedate raamatukogule vajalikud ruumid ning parem ligipääsetavus. Asutuste füüsiline ühendamine ei ole eeldatavasti päevakorral 2025. aastani, mil peaks lõpule jõudma rahvusraamatukogu hoone renoveerimine. Tulevikus kolitakse hoiuraamatukogu hoiu- ja vahetuskogu kavandavasse pärandihoidlasse ning pimedate raamatukogu teenuseid hakatakse osutama renoveeritud rahvusraamatukogu ruumides Tõnismäel.
