Summary

The bill supplements the provisions that regulate things related to single-fillable F-gas containers. Their transfer, mediation, acquisition and possession are prohibited. Most of the illegal F-gases are marketed in disposable containers. Based on the current law, it is extremely difficult to find and punish those persons who offer F-gases in the said containers in the online environment or through other means of distance selling. Illegal market to limit it, it is necessary to implement more effective monitoring measures and more effective penalty rates. As a special measure of national supervision, it is possible to carry out control transactions, which gives the Environmental Board and the Tax and Customs Board more opportunities to detect violations related to fluorinated greenhouse gases. In order to find single-use containers already on the market, it is easier to identify their providers with a control transaction, and before reaching the end consumer, the containers to confiscate. The bill also increases the penalty rates. The revised fine rates concern legal entities. The maximum fine will be from 50,000 to 400,000 euros in the future. Increasing the fine rates is based on the environmental impact of the violation and that the fine rates are effective enough to prevent the activity. In the Industrial Emissions Act, the fine rates for legal entities are also increased in the case of activities that may have a significant impact the environment. The maximum fine rates will range from 200,000 to 400,000 euros in the future. The changes in the provisions regulating outside air and noise result from the practical necessity arising from the implementation of the law.
