Summary
Eelnõuga lisatakse seaduse alusel välja antavate isikut tõendavate dokumentide hulka ka ELi tagasipöördumistunnistus. ELi tagasipöördumistunnistus väljastatakse kolmandas riigis või ELis olevale esindamata liikmesriigi kodanikule, kelle pass või reisidokument on kadunud, varastatud või hävinud või ei ole ajutiselt kättesaadav või näiteks ka reisil sündinud lapsele. Esindamata on inimene juhul, kui tema kodakondsusjärgsel riigil ei ole kolmandas riigis või Euroopa Liidus välisesindust või kui sealsel välisesindusel või aukonsulil ei ole võimalik konkreetsel juhul tagasipöördumisdokumenti anda. ELi tagasipöördumistunnistuse väljastamine on ette nähtud Euroopa Liidu Nõukogu otsusega. Siiani on ELi Nõukogu otsust rakendatud välisministeeriumi põhimääruse ja sellele tugineva välisministri käskkirja alusel. Eelnõu kohaselt muudetakse ka riigilõivumäärasid välisesinduses tehtavate toimingute eest ja kehtestatakse uued riigilõivud toimingute eest, mis siiamaani on lõivustamata. Riigilõivud viiakse vastavusse tegelike kulutustega. Samuti kaasajastatakse PPA toimingutega seotud riigilõivusid puudutavat regulatsiooni ja diferentseeritakse PPA teenindustes, posti või e-posti teel või iseteeninduskeskkonnas esitatavate taotluste eest võetavate riigilõivude määrasid.
