Summary

The Ministry of Defense has developed a package of drafts that describes the assignment of jobs with national defense duty in a company providing a vital service and stipulates the procedure for keeping records of them. The National Defense Act stipulates that the state can, during heightened defense readiness or a state of war, implement national defense work obligations in jobs that are, as a rule, related to national defense tasks, internal security and constitutional order or by ensuring a vital service. A national defense job entails a duty to the employer, and this person is exempt from mobilization. According to the current law, national defense work obligation is implemented only in the public sector, and there is no implementing act that would allow (on the basis of the emergency law) to appoint positions with national defense work obligation in companies designated as providers of vital services.
