Summary
Eelnõu näeb ette korraldada Riigi Kaitseinvesteeringute Keskus ümber valitsusasutuseks ja muuta Kaitseministeeriumi valitsemisalas ülesannete jaotust. See võimaldab koondada riigikaitseks vajalike varade haldamise ja riigikaitseliste ehitiste töövõime tagamise üheks tervikuks. Kaitseressursside amet, mis seni tegeles muuhulgas riigikaitseks vajalike varade ja vahendite sundkoormamisega, korraldab edaspidi vaid inimressurssidega seotud teenuseid. Lisaks tehakse laevastike ühendamisega seotud Vabariigi Valitsuse seaduse muudatus, millega sätestatakse Kaitseministeeriumi valitsemisala ülesandeks õhuruumi ja merepiiri valvamine ning merereostustõrje korraldamine. Samuti muudetakse paindlikumaks ja kiiremaks riigivara üleandmine või ajutisse kasutusse andmine asutusele, kes vajab seda hädaolukorra, kõrgendatud kaitsevalmiduse, sõjaseisukorra lahendamiseks või mobilisatsiooni või demobilisatsiooni toetamiseks või korraldamiseks. Seletuskirjas märgitakse, et tänu muudatustele suureneb Eestis valdkondlik olukorrateadlikkus ja võime kiiresti reageerida Euroopa ja maailma julgeolekuolukorrale.
