Summary
Eelnõuga viiakse sisse muudatused, mis puudutavad liikmeks astumise lihtsustamist, Kaitseliidu liikmete üle arvestuse pidamist, tervisekontrolli, sotsiaalseid tagatisi, esmaabi osutamist Kaitseliidus jmt. Kaitseliidu noorteorganisatsiooni liikmeks astumisel vabastatakse tervisekontrollist lapseealised poisid ja tüdrukud. Samuti ei pea edaspidi Kaitseliiduga liitumisel tervisekontrolli kordama inimesed, kellel on kehtiv relvaluba või kellele on tehtud tervisekontroll tegevväelase, politseiametniku, vanglateenistuse ametniku või abipolitseinikuna ja kellel on seetõttu õigus kanda sõjaväe- või tulirelva. Kaitseliidu liikmete üle hakatakse arvestust pidama andmekogus, mis liidestub X-teega ning saab edaspidi vajalikke andmeid riiklikest registritest, mis parandab kogutavate andmete kvaliteeti. Kehtiva õiguse kohaselt peetakse liikmete arvestust Kaitseliidu ülema asutatud asutuse andmekogus, mille andmevahetus riiklike registritega oli piiratud ja toimus üksikpäringute kaudu. Seaduses sätestatakse ka Kaitseliidu liikme kohustus teavitada organisatsiooni oma terviseseisundi halvenemisest kui see ei pruugi enam vastata ettenähtud nõuetele. Sätte eesmärk on juhtida Kaitseliidu liikmete tähelepanu vajadusele teavitada oma terviseseisundi muutumisest, kui see mõjutab Kaitseliidu tegevliikmena Kaitseliidu ülesannete täitmises osalemise võimet. Lisaks nähakse ette, et õigus ravikulude hüvitamisele on ka Kaitseliidu liikmel, kes on saanud vigastada teenistuskohustuse täitmisel, kaasatuna Kaitseliidu koosseisus päästesündmuse või hädaolukorra lahendamisse, politseitegevusse, riigikaitseobjekti vastase ründe või riigipiiri ebaseadusliku ületamise tõkestamisse. Kehtiva õiguse kohaselt kaetakse ravikulud vaid Kaitseliidu tegevliikmel, kes on saanud vigastada sõjaväelise väljaõppe ajal.
