Summary
Eelnõu näeb ette Eesti Haigekassa nõukogu liikmete arvu vähendamise viieteistkümnelt kuuele. Muudatuse peamine eesmärk on muuta haigekassa nõukogu töö tõhusamaks. Nõukogu koosseisu hakkavad kuuluma ametikoha järgi tervise- ja tööminister, rahandusminister, Vabariigi Valitsuse nimetatud kaks nõukogu liiget Eesti Tööandjate Keskliidu ettepanekul ning ühe nõukogu liikme Eesti Ametiühingute Keskliidu ja ühe nõukogu liikme Eesti Puuetega Inimeste Koja ettepanekul. Tervisesektori esindajate kaasamiseks ravikindlustuse arendamisse ning haigekassa nõukogu otsustusprotsessidesse on moodustatud nõukogu juurde alalised nõuandvad komisjonid. Nõuandvate komisjonide kaudu on võimalik kaasata otsuste tegemisel ja seisukohtade kujundamisel oluliselt laiema ringi tervisesektori esindajate arvamusi, kui oli seni esindatud haigekassa nõukogus. Kehtiva haigekassa seaduse alusel moodustati juba veebruaris toimunud haigekassa nõukogu koosolekul alaline nõuandev komisjon haigekassa ja riikliku ravikindlustuse strateegilist arengut puudutavate küsimuste arutamiseks. Lisaks luuakse ravikindlustuse seaduse alusel haigekassa juhatuse juurde tervishoiuteenuste loetelu komisjon, kes annab arvamusi tervishoiuteenuste loetelu muutmise kohta. Alates 2018. aasta jaanuarist on Sotsiaalministeeriumist viidud haigekassa juurde üle ka ravimikomisjoni tegevus. Eelnõu näeb ette täiendavad nõuded Vabariigi Valitsuse nimetatud nõukogu liikmele, et vähendada Eesti Haigekassa nõukogus huvide konflikti võimalusi.
