Summary
Eelnõu seletuskirjas märgitakse, et uutes, järsult halvenenud oludes koostas Vabariigi Valitsus kolm olulist Eesti julgeolekut tugevdavat kava. Esiteks – riigi sõjalise kaitse kiire tugevdamise kava, teiseks – riigi sisemist turvalisust tugevdavad sammud ning kolmandaks – Eesti energiajulgeolekut tugevdav kava. Nendega seotud vajaduste rahastamine vajab 2022. aasta lisaeelarve heaks kiitmist. Lisaks otsustasid 3. märtsil 2022 ELi siseministrid käivitada Ukraina sõjapõgenike jaoks nn. ajutise kaitse direktiivi, mis paneb paika ajutise kaitse saanud sõja eest põgenenud inimeste esmasteks vajadusteks mõeldud teenuste osutamise. Lisaeelarve arvestab sellega. 2022. aasta lisaeelarve koostamisel lähtuti eeldusest, et sõjapõgenikke saabub Eestisse kuni 50 tuhat inimest. Lisaeelarve kulude, investeeringute ja finantseerimistehingute maht 803,0 mln eurot käibemaksuga (779,9 mln eurot käibemaksuta) sh eraldatakse laiapindse julgeoleku ja vastupanuvõime tugevdamiseks 247,6 mln eurot (käibemaksuga), energiajulgeoleku tugevdamiseks 257,3 miljonit eurot (käibemaksuga) ning sõjapõgenikega seonduvate esmaste kulude katteks 242,7 mln eurot (käibemaksuga). Enne lisaeelarve koostamise otsust eraldati valitsuse reservist vahendeid kriisideks valmisoleku tugevdamiseks. Lisaeelarvega need summad reservis taastatakse ning suurendatakse reservi täiendavalt 68,4 miljoni euro võrra selliselt, et 2021. aasta eelarvest üle kantud summasid kaasates tõuseb valitsuse reserv 100 miljoni euroni.
