Summary

The draft aims to specify the regulation of the basic payment service, the powers of misdemeanor and supervisory proceedings related to the financial field, and the payment of the state fee in cash, as well as to stipulate the obligation of providers of vital services to offer offline card-based payments in emergency situations. The law is being changed so that people can use their bank card especially in emergency situations even if the internet service is interrupted. It can do a vital service in shops, gas stations and pharmacies selected as providers. For this purpose, banks selected as vital service providers must start offering customers the option of offline card payment. The bank must set an offline individual limit on the customer's bank card chip, and merchants' payment terminals must be able to carry out offline card payments. This ensures that people can buy critical essentials even when the merchant's payment terminal fails and is not connected to the bank's payment system. In Estonia, five banks have been designated as vital service providers: AS SEB Pank; Swedbank AS; Luminor Bank AS; AS LHV Pank and Coop Pank AS.
