Summary

The draft amends the regulation of the immigration limit, in which top specialists are excluded from the calculation of the limit. Currently, the mentioned persons cannot come to Estonia in several consecutive years due to the immigration limit being reached. A top specialist is understood as a foreigner with professional training, to whom the Estonian employer must pay at least twice the average Estonian gross salary. The bill introduces a requirement for A2-level Estonian language proficiency for foreigners who have lived in Estonia for at least five years on the basis of a temporary residence permit intended for work and who wish to apply for a new or extend an existing residence permit. The bill extends the maximum period of short-term employment from the current nine months to one year in order to alleviate the labor shortage caused by the cyclical development of the economy.
