Summary

The draft improves the regulation of derivative and repo transactions and brings it into line with international standards. Derivatives are securities-related transactions such as options and futures that manage risks arising from interest rates, commodity or energy prices. A repo transaction is an agreement with which an entrepreneur receives short-term liquidity. A repo transaction essentially represents a loan secured by shares or other securities. In terms of scale, the volume of the derivatives market globally is several times larger than, for example, the world's bond and stock market combined. In Estonia, the number of derivative and repo transactions and the market volume are very small. The current regulation is incomplete and does not correspond to international practice.
