Summary

The draft adopts the corresponding EU directive, which establishes conditions for the inclusion of new psychoactive substances under the definition of a drug. Since the requirements of the directive have already been transposed into Estonian law, the change does not affect our current situation. Estonia continues to add new psychoactive substances to the list of narcotic substances faster than it happens at the European level. The law simply needs to replace the outdated reference to the repealed directive admitted to the Council's decision. In addition, the law replaces and supplements references to EU drug precursor legislation.
