Summary

The amendments to the bill solve problems that have arisen in practice in matters concerning apartment ownership and apartment associations. The draft stipulates that the transaction for the formation of apartment ownership by the owner of the real estate must be notarized in the future. According to the current law, for example, the developer can submit an application for the formation of apartment ownership in the real estate portal, in the future such a transaction must be notarized. The amendment allows up to ten-apartment housing associations to do accounting on a cash register basis. The obligation to submit an annual report will disappear. The change does not apply to apartment associations that have a manager. In addition, local governments are given the opportunity to form a conciliation body for disputes concerning apartment ownership and apartment associations, which operates on the basis of the Conciliation Act. As litigation can take a long time and be expensive, a conciliation body is a faster and cheaper option to resolve disputes.
