Summary
Eelnõu näeb ette loobuda alates 1. septembrist 2025 lastehoidudele, kus tegeletakse toitlustamisega, ja ettevõtjatele, kes pakuvad toitlustusteenust lastehoidudele, tegevusloakohustuse taaskehtestamisest. Selgituste kohaselt ei ole alates 2021. aastast lastehoiu teenuse osutajatel olnud kohustust taotleda Põllumajandus- ja Toiduametilt tegevusluba, kui nad tegelevad toitlustamisega. Käesoleva aasta 1. septembril on aga jõustumas alusharidusseaduse ja sellega seonduvalt teiste seaduste muutmise seadus, millega taaskehtestataks lastehoidudele loa taotlemise kohustus. Maaelukomisjon on seisukohal, et eraldi loa taotlemise protsess toob kaasa liigse halduskoormuse nii lastele hoiuteenust pakkuvatele asutustele kui ka lube menetlevale Põllumajandus- ja Toiduametile. Seda eriti olukorras, kus neil samadel lastehoidudel või neile toitlustusteenust pakkuvatel ettevõtjatel on käesoleval ajal juba kohustus teavitada PTA-d oma majandustegevusest, sh toitlustuse pakkumisest lastele.
