Summary
Õpetaja kutseoskuste arendamiseks ja ametialase karjääri kujundamiseks omistatakse kvalifikatsiooninõuetele vastavale õpetajale kutsekompetentsidele vastav karjääriaste: alustav õpetaja, õpetaja, vanemõpetaja, meisterõpetaja. Samasuguse ülesehitusega karjäärimudel luuakse nii üldhariduse- kui kutseõpetajatele. Muudatusega seatakse kõigi õpetajate töötasu alammäära kehtestamine ühtsetele alustele ehk nähakse ette töötasu alammäär ka kutseõppeasutustes töötavatele õpetajatele. 2026-2028 on õpetaja karjäärimudeli astmete palga alammäära koefitsiendid: alustav õpetaja 1,0; õpetaja 1,0; vanemõpetaja 1,1; meisterõpetaja 1,3. Õpetajaametisse asumist tehakse paindlikumaks – tööle saab võtta inimesi, kellel on enne 2013. aastat omandatud pedagoogiline haridus, kuid ei ole töökogemust, või doktorikraad. Õpetajakoolitusel õppijatega saab senise ühe aasta asemel sõlmida tähtajalise lepingu kuni kolmeks aastaks. Eelnõuga kehtestatakse ka koolijuhtide atesteerimise kohustus, mille järgi peab kooli pidaja korraldama iga direktoriga kord aastas arenguvestluse ning viienda tööaasta jooksul ka atesteerimise. Atesteerimist viib läbi kooli pidaja moodustatud komisjon ning see kinnitab, kas juht vastab oma ametikohale seatud nõuetele. Põhikooli- ja gümnaasiumiseaduse muudatus on kavandatud jõustuma 1. jaanuaril 2026 ja kutseõppeasutuse seaduse muudatus 1. juunil 2026.
