Summary
Eelnõu kohaselt pannakse seoses elektrituru reformiga riigiettevõttele Eesti Energia kohustus müüa alates käesoleva aasta oktoobrist kuni 30. aprillini 2026 elektrit Eesti kodutarbijatele ja kõigile elektri edasimüüjatele ka universaalteenusena. Eelnõuga sätestatakse universaalteenuse raames ostetava elektrienergia tootmishinna kooskõlastamise alused. Muudatustega luuakse börsihinnast lähtuvatele pakettidele alternatiiv ja antakse kodutarbijale võimalus osta elektrit börsiväliselt. Kodutarbijad, kes on varasemalt sõlminud elektrienergia lepingu, saavad universaalteenusele üle minna ilma kehtiva lepingu lõpetamise leppetrahvita. Universaalteenusest saab tarbija igal hetkel välja astuda. Universaalteenuse hind hakkab automaatselt kehtima ka kõigi praegu üldteenust kasutavate kodutarbijate jaoks. See tähendab inimeste jaoks, kes pole seni elektrienergia ostulepingut sõlminud ja tarbivad seetõttu börsielektrit. Eelnõu ei sätesta universaalteenuse hinda, vaid paneb paika hinnakujunduse põhimõtted. Universaalteenuse hind selgub plaani järgi septembrikuu keskpaigas, kui seaduse muudatused on vastu võetud ja Konkurentsiamet pärast kooskõlastusprotsessi elektrimüüjatega hinna määrab. Hinna määramisel peab konkurentsiamet võtma arvesse elektri tootmiskulusid ja elektritootja mõistlikku kasumit. Elektrimüüja võib juurde arvestada müügikulud. Universaalteenus ei ole mõeldud tasuta või ülisoodsa elektri pakkumiseks, vaid tegemist on riigipoolse valikmeetmega, mis aitab inimesi tuleva talve vaates ja tagab selle, et ei tuleks maksta elektri tipuhindasid.
