Summary
Eelnõuga luuakse õiguslik alus elanikkonna operatiivse ja asukohapõhise ohuteavituse süsteemi kasutuselevõtuks. Tänu asukohapõhisele ohuteavitusele saab inimestele saata käitumisjuhiseid kriisiolukordades, näiteks keemiaõnnetuse, relvastatud rünnaku, plahvatusohu või ka metsatulekahjus ja muu ohu korral. Ohtude korral, mis on varakult tuvastatavad, annab varajase hoiatuse olemasolu inimestele võimaluse hoida ära raskeid tagajärgi. Näiteks enne kriisi laadida telefoni akusid, tankida kütust, varuda joogivett ja toitu, vältida ohtlikesse kohtadesse minekut, varjuda või evakueeruda. Ohuteavituse süsteemi kasutuselevõtt võimaldab saata ohuteavitusi vaid konkreetses ohupiirkonnas viibivatele inimestele. Hetkel kehtiva regulatsiooni järgi saadab sideettevõtja ohuteavituse kõigile oma klientidele ja rändlusteenuse kasutajatele SMS-i sõltumata sellest, kus inimene viibib. Eelnõuga võetakse Eesti õigusesse üle ka ELi direktiivist tulenev vastav kohustus. Ülevõtmise tähtaeg oli 21. juunil 2022.
