Summary
The change reorganizes the flow of money received from environmental fees. From now on, the part determined by the state budget of the corresponding year from the money received in the state budget from environmental fees will be allocated to the Ministry of Environment. Currently, environmental fees are paid to the state budget and from there to the Keskkonnainvestmentite Keskus (KIK) foundation to a specified extent. In the explanatory letter, it is stated that the amount of financing in the environmental field is planned to maintain at least the current volume. Only the principles of strategic funding planning, the organization of the use of funds and the movement of funds between budget lines are changed. Therefore, the change will not have a negative impact on the parties. The change is necessary because stipulating the amount of funding with the fee rates that have been valid since 2009 is now unjustified and rather restrictive. The amount of funding cannot be flexibly planned in advance for larger-scale projects nor raise it if necessary. According to the amendment, the amounts earmarked for environmental protection would no longer depend on the receipt of environmental fees or fee rates, but the use of this money would be shaped on the basis of the priorities set during the state budget strategy, the need for environmental protection and a long-term strategic view. Also, the amendment of the law would end the situation where the Ministry of the Environment and the institutions of its administrative area also request funds from KIK to finance the costs of its core activities, such as monitoring. In the future, basic activities will be financed directly from the budget of the Ministry of the Environment. In this way, the transparency of the funding of the administrative area increases and the workload decreases. The bill increases the part of the environmental fees received by the local government units, which concerns the oil shale mining right, oil shale thermal treatment, and oil shale fly ash and hearth ash disposal fee. It is also supplemented § 56(1) of the Environmental Fees Act, in such a way that the Ministry of the Environment allocates an amount annually for the implementation of the environmental program, the amount of which corresponds at least to the amount of money received in the state budget from fees for the right of special use of water in the previous year. The change has been made so that the Center for Environmental Investments will retain certain funding with which to finance environmental projects. The bill also amends the Atmospheric Air Protection Act, Administrative Cooperation Act and Environmental Monitoring Act.
