Summary
Eelnõuga täiendatakse Tarbijakaitseseadust sätetega, mille tulemusel ei ole lubatud kaupu või teenuseid müües eristada kliente sõltuvalt nende kodakondsusest, elu- ja asukohast. Asukohapiiranguid keelustava määruse eesmärgiks on, et kliente ei diskrimineeritaks ELi siseturul hindade ega müügi- või maksetingimuste poolest, kui nad soovivad osta tooteid või tarbida teenuseid teisest ELi liikmesriigist. Määrus käsitleb kaupade jaemüüki nii veebis kui ka traditsiooniliselt ning elektrooniliselt osutatavaid teenuseid (näiteks pilveteenuseid, andmeaidandus, veebimajutus, otsingumootorid ja internetikataloogid). Määrus keelab näiteks klientide automaatse ilma eelneva nõusolekuta ümbersuunamise internetipõhisele liidesele (nt veebipoele) kliendi kodakondsuse, elukoha või asukoha alusel, samuti kaupade või teenuste kättesaadavusele erinevate üldtingimuste kohaldamise. Samas ei kehtesta geobloki määrus kohustust tarnida kaupa kõikjale EL-is. Määrus ei kohaldu meediateenustele, mille peamine sisu on autoriõigustega kaitstud teoste vms materjali kättesaadavaks tegemine. Eelnõuga määratakse geobloki määruse rakendus- ja järelevalveasutuseks Eestis Tarbijakaitseamet.
