Summary

The bill supplements the Consumer Protection Act with provisions, as a result of which it is not permitted to discriminate between customers depending on their nationality, residence and location when selling goods or services. The purpose of the regulation prohibiting location restrictions is to ensure that customers are not discriminated against in the EU internal market in terms of prices, sales or payment terms when they want to buy products or consume services from another EU member state. The Regulation deals with the retail sale of goods both online as well as traditionally and electronically provided services (for example, cloud services, data gardening, web hosting, search engines and internet directories). The regulation prohibits, for example, the automatic redirection of customers to an internet-based interface (e.g. an online store) without prior consent based on the customer's nationality, place of residence or location, as well as the application of different general conditions to the availability of goods or services. However, it is not established geoblock regulation obligation to deliver goods anywhere in the EU. The Regulation does not apply to media services, the main content of which is to make copyright-protected works or other material available. The bill designates the Consumer Protection Board as the implementation and supervisory authority of the geoblock regulation in Estonia.
