The bill provides for crisis prevention and resolution measures for CCPs. A central counterparty (central clearing counterparty, CCP) is a person through whose intermediary securities transactions, especially derivative transactions, are carried out. As an intermediary, a CCP acts as a buyer for each seller of a security and as a seller for each buyer of a security, and plays a central role in the processing of financial transactions.
