Summary

The bill increases the transparency of savings and loan cooperatives and the activity of members, and directs cooperatives to the form of a bank or cooperative bank operating under greater supervision. The reform will be implemented in three stages between 2026 and 2029. In the first stage, the establishment of new cooperatives and the advertising of deposit interest rates will be prohibited, as well as the entry and contribution fees for new members will be increased. In the second stage, authorization, signing of loan and deposit agreements will be restricted and strengthened members' rights and management and control requirements are tightened. In the third stage, cooperatives wishing to include deposits must apply for an operating license from the Financial Supervision Authority, others may continue as payment institutions or credit providers, and those who cease operations must officially notify.
