Summary

The purpose of the directive is to ensure better access to books and other publications for visually impaired persons. The directive makes it possible to make copies of various works (books, magazines, newspapers and other printed material) without the author's consent in a form accessible to visually impaired persons (e.g. an audio book from a book). The EU directive is based on the Marrakesh Treaty of the World Intellectual Property Organization. The agreement was adopted in 2013 and it entered into force on 30 September 2016. The conclusion of the Marrakesh Agreement falls within the EU's exclusive external competence, as the obligations stipulated in the agreement fall within the scope of the EU's common rules.
