Summary
Eelnõu eesmärk on muuta kinnisomandist loobumise korda, et kinnisasja omand läheks riigi asemel üle kohaliku omavalitsuse üksusele. Edaspidi läheks loovutatud kinnisomand üle KOV-le, kes tunneb paremini kohalikke olusid ja vastutab elukeskkonna arendamise eest. Notaritele lisandub kohustus neid asjaolusid tõestada, mistõttu tõstetakse ka vastava tehingu notaritasu. KOV-idele nähakse ette rahaline toetus kinnisvara haldamiseks.
