Summary
Eelnõuga tunnistatakse kehtetuks erastamisest laekuva raha kasutamise seadus (ELRKS) ja likvideeritakse valitsuse omandireformi reservfond (ORF). Maa erastamisest laekunud raha kasutamise üle otsustab valitsus edaspidi riigieelarve menetluse käigus. Omandireformi reservfond loodi selleks, et katta kulusid, mis tekkisid Eesti taasiseseisvumise järel üleminekul demokraatlikule riigikorrale. Fondi raha tuli peamiselt erastamisest – viimastel aastatel eelkõige maa müügist ja nende maade järelmaksudest, mis tagastati suuremas osas endistele omanikele või mille puhul oli nõudeõigus. Omandireformi eesmärk oli muuta omandisuhted selliseks, et tagada omandi kaitse ja vaba ettevõtlus, heastada varasemad omandiõiguse rikkumised ning luua eeldused turumajandusele üleminekuks. Tegevused, mille katmiseks ORF ette nähti, on ammendumas ja ORF on oma eesmärgid enamjaolt täitnud.
