Eelnõu näeb ette suurendada represseeritutele ja represseeritutega võrdsustatud isikutele, samuti Eestist sunniviisiliselt Tšernobõli tuumakatastroofi tagajärgede likvideerimisele saadetud isikutele makstavat toetust 230 eurolt 292 euroni kalendriaastas. Senine toetus suuruses 230 eurot kehtib 2018. aastast. Arvestades vahepeal toimunud tarbijahinna muutumist ja elukalliduse tõusu tuleb toetust tõsta. Hinnanguliselt on toetuse saajaid 2023. aastal vähem kui 8000 inimest.
