Summary

The bill provides for financing the provision of healthcare services in prisons through the Estonian Health Insurance Fund from July 1, 2024. For this purpose, the budget funds previously allocated to the Ministry of Justice for the organization of healthcare services for detainees will be transferred to the Health Insurance Fund. After the draft enters into force, the Ministry of Justice and prisons will no longer deal with the provision of healthcare services, but will ensure the necessary conditions for healthcare institutions to provide healthcare services in the prison on site and, if necessary, also outside the prison. In addition, they participate in international cooperation regarding the differences concerning the healthcare organization of prisons.
